There
was a Tax Administration of Chang-Hua City, while the
City was a provincial city directly commanded by the
Taiwan provincial government between 1945 and 1950. When
administration districts of Taiwan were re-divided in
1950, several adjacent districts (including Yuanlin,
Changhua, and beidou) around Changhua City were merged
into one county and named as Chang-Hua County. The
county capital was located at Changhua
city.
In November
1950, the Tax Administration of Chang-Hua County (TACHC)
was established at Changhua City, subordinated with
three branches, i.e., Yuanlin, Beidou, and Lugang. The
total number of employees was 167, to be in charge of
all taxation affairs within the county. But the Lugang
branch was dissolved in 1952.
In March 1967,
the TACHC was expanded to include four supporting units
to take care of legal affairs, data collection,
security, and general affairs. The total employees
increase to 307 persons.
In January
1987, the taxation system of Taiwan was experiencing a
total reformation. Every taxation agency was
reorganized. Sections within the agency were reorganized
by the division of function, not by tax-items any more.
Since then, the TACHC has consisted of ten divisions,
which are Business Tax Section, Property Tax Section,
Consumption Tax Section, Auditing Section, Taxpayer
Service Section, Electronic Operation Section, Legal
Affairs Section, General Administration Office,
Personnel Office, and Accounting Office. The total
numbers of employees, including those served in the two
branch offices, were 435 in 1987. This number of
employees reduced to 284, following the transference of
national tax business and personnel to the national tax
administration office.
Starting from the fiscal year of 2003, the collection of
business tax has been returned to the charge of the
national tax administration. The related personnel are
also transferred at the same time. The TACHC will focus
on the taxation of local tax from now
on.
